Prime contractors work directly with the government. They manage any subcontractors and are responsible for ensuring that the work is completed as defined in the contract. To become a prime contractor, you must first register your business with the System for Award Management (SAM).

Usually these are major contractors that would have a need to utilize the minority program.  In order to apply for certification as a Disadvantaged Business Enterprise (DBE), your firm must meet the following eligibility criteria stated in 49 CFR Part 26. The disadvantaged individual must be a U.S. citizen (or resident alien) and be a member of a socially and economically disadvantaged group.

Usually these companies could be national companies with local minority contracting participation.
